Defining Harassment

Harassment is unwelcome conduct based on protected characteristics or other personal attributes that creates a hostile, intimidating, or offensive work environment. It can be verbal, physical, visual, or written and may occur in person or through digital channels. The policy prohibits harassment regardless of intent, focusing on impact and consistent accountability.

Defining Discrimination

Discrimination involves unequal treatment in employment decisions or workplace conditions based on protected characteristics. It includes screening, promotion, compensation, access to opportunities, assignments, or retaliation that results from bias. The policy forbids discrimination and requires fair, objective practices that respect every individual’s rights.

Explicit vs. Subtle Harassment

Explicit harassment includes threats, insults, or demeaning language. Subtle forms—microaggressions, biased jokes, or persistent exclusion—also have harmful effects. Recognizing both types helps learners differentiate between acceptable feedback and prohibited conduct, and supports timely intervention.

Feedback and Performance Interactions

Not all negative feedback constitutes harassment. The policy distinguishes constructive feedback and performance management from harassing conduct. When feedback becomes persistent, targeted, or based on protected characteristics, it may violate the policy and require escalation and documentation.
